I have a bit of apps locked into my Unity panel. While I use all of them pretty often, I don't use them all at the same time. Also, there are many apps that I use that don't really make sense being locked in the panel, for example gedit, eye of gnome, totem.

All those locked apps waste precious space from the panel while they're not really needed (unless you plan launching them), while the applications actually running (and not locked) usually get stacked at the bottom of the panel thanks to Unity's accordion effect.

It would be great if Unity would prioritize running apps and show their icons properly if possible while stacking the locked apps that are closed by using the accordion effect.

This behavior tweak would improve task management and make it easier to see what apps are running, which makes more sense than displaying better which apps you could run.

What if there are some running apps in the fold (tilted) area?

The tendency of apps would still be to fold towards the bottom of the panel when full, first closed ones and then open ones.

Yes, someone recently added a text schematic in the launchpad bug report to better indicate that actually.

That's a good idea, and I agree.
I just wonder what if you run a lot of applications that aren't locked in the launcher, then you activate one that IS locked. It can't just move down to the area of the other active applications.

For example, if I would activate one of the locked apps from the panel on the right side of the mock-up, then it's icon would be back-lit and displayed properly, while the other locked apps that are closed would still use the accordion effect.

And if there are just too many icons on the panel, the ones at the bottom get the accordion effect, like it happens atm.

But this has nothing to do with moving, icons keep their places. It's all about the use of the accordion effect properly, like in various regions of the panel, not just it's bottom.
